Already more than a dozen tools involving citizen participation are beginning to be used :
- Community Forum or Town Meeting : a public debate based on collective reflection involving the participation of many citizens; such processes can become recurrent in this environment.
- Consensus Conference : public inquiry from a group of non-specialist citizens’ questions, which provide organizers a perspective and framework for possible consensus.
- Delphi Method : iterative consultation of experts, sometimes anonymous, from a questionnaire seeking to identify possible areas of consensus.
- Participatory Budget : discussions with local citizens concerning the annual allocation of costs of their services.
- Groupware : list, petition, portal, mailing, social networks, etc.
- Bar Camp, hackathon or non-conference, especially with young programmers.
- Scenario Construction : development of descriptions of possible-futures intended to support decision-making, or via conferences around knowledge maps, evolutionary patterns or dashboards.
- Citizen Financing (Civic Crowd Funding) : people send personal contributions to help finance a collective project.
- Festival : a big party that is a mixture of popular assembly, ideas-launch and entertainment and helps the public become aware of the issues that define a problem and help them form solid opinions.
- World Café : debate around small tables (atmosphere of a cafe) where animators stimulate discussions among participants and where all ideas are then put together in a plenary.
